Hospice Foundation of Taiwan

In the winter of 1990, the Hospice Foundation of Taiwan was co-founded by the foundation of the Mackay Memorial Hospital and the Shuang-Lien Presbyterian Church. The Hospice Foundation of Taiwan is the first organization promoting the life education as well as the hospice and palliative care. The purposes of the foundation are to assist the dying patients receiving adequate medical care and to raise the public recognitions concerning the importance of caring the terminally ill patients. At present, the main affairs of the Hospice Foundation of Taiwan include the public promotion, the educational trainings, academic researches and medical subsidization. Under the board of directors, three committees supervise the progresses of project implementation. The three committees are: 1) Public Relations and Promotion, 2) Education and Research Development, and 3) Finance and Human Resources. Each committee has a secretary in charge of the implementation of affairs. In addition, there is an education and information center of the hospice and palliative care. The staffs of the education and information center focus on developing the standardized educational training courses. The executive secretary of the Hospice Foundation of Taiwan supervises the staffs.

Services and Achievements

Advocacy and Promotion
The Hospice Foundation of Taiwan has been actively promoting the concepts of the hospice and palliative care and the life education to the public by holding series of lectures, workshops and art activities. Through the art activities, the issues related to death were presented to the public. At present, every year we continually host all kinds of promotion and advocacy activities targeting at different populations. In the past, we have been receiving remarkable feedbacks from the public towards to our activities.


Educational Trainings
Providing the standardized educational curriculums to train the hospice and palliative care professionals


Medical Subsidization
Subsidizing the medical expenses to the needy patients with terminal illnesses reduces their financial burdens and makes them face the ends of their lives with peace and dignity.


Contracted Hospitals
We encourage hospitals to promote the hospice and palliative care together by becoming the contracted hospitals of the Hospice Foundation of Taiwan. Consultation teams assist the contracted hospitals setting up hospices in order to serve more needed patients and families.


Publications
The Hospice Foundation of Taiwan publishes and provides different kinds of brochures, handbooks and the teaching videos on life education to the public as gateways of understanding the hospice and palliative care.


Hospice Movement Campaigns and Legislation
The Hospice Foundation of Taiwan has been actively involved in the legislation process regarding hospice movement through coordinating and proclaiming the joint announcement of “Maintaining Life Autonomy and Dignity”, which made the government pass the “Hospice and Palliative Care Act” in 2000. Afterwards, the Hospice Foundation of Taiwan has been continuing to host the advocacy and promotion activities regarding the Hospice and Palliative Care Act.


International Relations
The Hospice Foundation of Taiwan arranges and coordinates trainings and tours to other hospice organizations overseas. Over the years, the hospice foundation of Taiwan has earned its reputation internationally by building up the information exchange channels and strengthening the relations with other hospice organizations such as joining the international hospice and palliative care organizations, hosting and attending the Asian Pacific Hospice and Palliative Care Conferences, and coordinating hospice visiting tours or short-term trainings.


Academic Activities
In order to enhance the academic research qualities, the Hospice Foundation of Taiwan also plays an important role by setting up a library with academic database and collections of Chinese and English reading materials related to the hospice and palliative care, establishing the website of the foundation, and providing research funds to the contracted hospitals and academia.





Future Prospects
Looking back, we have encountered many difficulties on the journey of promoting the hospice and palliative care in Taiwan. We once had to keep training professional staff due to the insufficient trainings and high turnover rate. Because the issues of death were such taboos to the public, it made the fundraising become very difficult. We also felt frustrated for not having enough hospice beds and inadequate hospice care qualities. What upset us the most was that people would not let themselves or their family members accept the hospice and palliative care services. In despite of the setbacks, there is still a lot of work for us to do. In the future, the Hospice Foundation of Taiwan will continue to make efforts on the followings:
  1. Popularizing the life education to the educational institutions and the public.
  2. Continually holding the educational training programs to the hospice and palliative care professionals.
  3. Developing the hospice and palliative care services in Taiwan and making it known internationally.
  4. Enhancing the acceptance of the hospice and palliative care by the public.
  5. Assisting the national-wide hospitals to establish hospices. 
  6. Making the hospice and palliative care service available to those non-terminally-ill patients.

Along the journey, we appreciate many people’s supports and encouragements. With their expectations and hopes, the Hospice Foundation of Taiwan has established many achievements in the hospice and palliative care field. At present, the hospice wards have established gradually one after one. More and more medical professionals dedicate themselves to the hospice and palliative care service. With the increasing recognitions and supports by the public and government as well as the content smiles from the terminally ill patients and their family members, we truly believe that every step we take in the future will be firm and steady.
